International Graduate Category

International students who have recently graduated from a recognized university in the country can apply for provincial nomination through this immigration category.

The following are the minimum requirements to be eligible for Newfoundland and Labrador PNP:

  • You are a graduate of a recognized and publicly-funded Canadian higher education institution and you must have completed at least half of your studies in Canada
  • While studying full-time, have obtained at least a two-year diploma or degree. If you have obtained a postgraduate degree of at least one year, you can still meet this requirement
  • Have a job offer for a permanent full-time position
  • Be legally authorized to work in Canada, which means you must have a post-graduate work permit issued by IRCC

International Graduate Entrepreneur Category

International students who have graduated from Memorial University or the College of the North Atlantic can apply for provincial nomination under this category.

  • Have already started or purchased a business in Newfoundland and Labrador and been involved in day-to-day operations for at least one continuous year
  • Be at least 21 years old
  • Need to submit a business continuity plan verified by a professional third party
  • Have obtained a degree or diploma worth at least two academic years, full time
  • Hold a valid post-graduate work permit
  • Intend to live and work in Newfoundland and Labrador while continuing to run your business
  • Have at least 33.3% stake in your business
  • Demonstrate that the business intends to be for-profit
  • Get a minimum of 7 on the Canadian language proficiency test
International Entrepreneur Category

This program is for business owners or experienced entrepreneurs who wish to start or buy an existing business and permanently reside in Newfoundland and Labrador.

  • Be between 21 and 59 years old;
  • Submit a complete business plan for your new business, verified by a third-party professional;
  • Have at least a Canadian high school diploma, verified by a credential assessment;
